Just do the original with mods. SE just makes putting the mods on easier, but you lose a lot of mods because there is no SKSE. Plus the graphical differences are fixed with mods so there is really nothing different.

It's been more worth it for years now to buy Special Edition over LE, partly because SE runs 64-bit which allows you to allocate more RAM to the game which the mods will need lest you want to get an out of memory crash which happens often with LE.

Should i buy original skyrim or special edition?
Buy the old version, save the money. The only advantage in the new version is better graphics, so if that doesn't matter to you, the old version is just fine. For the most part you can get much of the graphical improvements for the SE from mods if you're on a PC anyway.

Can you install skyrim special edition mods on normal skyrim?
It would really depend on the mod (some could work 'out of the box' or with light modifications), but generally it is safe to assume SE mods won't work as intended for the Legendary Edition or any other version of original Skyrim.
