VAC bans are applied to all accounts sharing a phone number at the time of the infraction. For this (and many other) reasons we do not recommend sharing your phone number or using another user's phone number on your Steam account.

You don't, you'll need to make a new account. I got my dads banned when I was 13, which was 17 years ago, it's still banned. What is the difference between a game ban and a VAC ban in Steam?

Is a vac ban for all games?
If I am VAC banned on CS:GO, can I still play CS:S. without a problem? Any game where VAC is securing the game, you won't be able to play. Any game that is single player or played on a LAN is okay, but it must not be secured by VAC.
